All General Building Contractors Association Negotiating Teams and the GBCA Labor Policy Committee met as a group to discuss the progress of ongoing negotiations on Monday, April 25, 2011. The group collectively discussed matters of mutual interest as it relates to negotiations with the region’s building trades and industry Associations.
The General Building Contractors Association negotiating teams continue to meet and communicate with their respective trades throughout the final week of April, 2011. Management and Labor continue to work towards a negotiated settlement that best meets the needs and interests of the industry. Negotiations are ongoing and have continued on a productive path towards settlement.

Operating Engineers: Paid holiday. Those on a weekly basis provided they work the scheduled workday before and after the holiday. If worked, double-time which includes holiday pay.

According to the Associated General Contractors of America, every state but one, North Dakota, lost construction jobs in October.
“A shockingly large portion of the construction industry’s workforce has simply evaporated,” said Ken Simonson, chief economist for the association.
He added that the national construction unemployment rate of 18.7 percent was the highest of any sector in October and the industry accounted for one-fifth of all job losses in the past year, even though construction only employs one out of 20 workers.
The five biggest percentage losses in construction employment over the year occurred in Nevada (26.9 percent, or 30,200 jobs), Arizona (24.2 percent, or 42,600 jobs), Tennessee (22.3 percent, or 29,300 jobs), Kentucky (20.8 percent, or 17,600 jobs) and Connecticut (19.3 percent or 12,500 jobs).
According to the AGC, locally:
Delaware has lost -11.6% of its construction jobs from one year ago and ranks 16th in the nation for loss of construction jobs.
New Jersey has lost -13.4% of its construction jobs from one year ago and ranks 24th in the nation for loss of construction jobs.
Pennsylvania has lost -10.6% of its construction jobs from one year ago and ranks 13th in the nation for loss of construction jobs.

The GBCA collective bargaining agreements provide for the following with respect to the observance of Independence Day, July 4, 2009.
CARPENTERS, CEMENT MASONS, LABORERS & RODSETTERS – Not a paid holiday. If worked, Double-Time.
OPERATING ENGINEERS – Paid Holiday. A Holiday falling on Saturday shall be recognized as a paid holiday and celebrated on Friday. Those on a weekly basis shall be paid for a holiday falling during the scheduled work week, provided such employees work the scheduled work day previous to the holiday and the scheduled work day following the holiday. If worked, they are paid Double Time, which includes holiday pay.

Subject: LABOR NEGOTIATIONS UPDATE
Both bargaining teams for the carpenters and laborers have concluded for the day. The carpenters have agreed to extend their contract to Monday evening, May 4, at midnight and the laborers have agreed to extend their contract until Tuesday evening, May 5, at midnight.
Each trade has scheduled meetings to continue bargaining. The Labor Policy Committee will meet to review the situation. Any updates will be emailed and posted on www.laborlink.gbca.com.
